Fiat Chairman John Elkann would take the same role at the enlarged group.Fiat Chryslers directors are scheduled to meet later Wednesday to discuss the proposal, the people said. The plan authorized by PSAs board calls for negotiations of a binding memorandum of understanding that could last several weeks, said one of the people. A representative for PSA, the maker of Peugeot and Citroen cars, declined to comment. A Fiat spokesman wasnt immediately available to comment.A merger of Fiat Chrysler and PSA, the No. 2 for car sales in Europe, would create a regional powerhouse to rival Volkswagen, with a stock-market value of about US$49 billion comparable to Japans Honda. But now, some lucky bidder is getting out the pocketbook to own one of Barkers old customs, courtesy of Bring a Trailer.The 1970 Cadillac Eldorado owned, until yesterday, by Barker was modified by Radioactive Kustoms of Van Nuys, California, and features some subtle touches to make it stand out (paint not included; the tri-tone metal flake gold is anything but subtle).The Caddy has been lowered, the door handles and outside trim have been shaved. Whitewall tires and Wheel Vintiques hubcaps complete the look. The vehicle was also given the name Conquistador II by its builders Bob Falini, John DAgostino, Mike Garner and Tony Wood.Powering the beast is a 500-cubic-inch V8 coupled to a three-speed automatic transmission, sending driving power to the front wheels only. Now Ford is doing the same thing for legacy automakers. And although the company says that the process is a little more difficult the time it takes to download and upgrade is critical since traditional cars have but a puny 12-volt battery that is easily depleted virtually everything software-related in 2020 and later Fords, bumper-to-bumper, says said Don Butler, executive director of Fords Connected Vehicle and Services, will be upgrade-able remotely.That means that, on top of updates to infotainment and creature-comfort subsystem, new Ford engines, transmissions and even brake systems will be OTA-repairable. For instance, glitch shifting on new eight- and ten-speed automatics a common consumer complaint can now be fixed while you car is in your driveway.In fact, since Fords latest controllers can store the updates in the background, John Vangelov, Fords modem feature manager, says you can even program updates to occur while youre asleep.Meanwhile, in its steady progress from what was the worst infotainment system in the biz the original Sync to what is now one of the segment leaders, Ford is introducing the fourth generation of its infotainment system. Besides a whole bunch of new screens from the current 8-inch screen to a whopping 15.5-inch monstrosity and even a landscape-oriented version Ford is pushing cloud connectivity and machine learning even deeper into its architecture.So, says Ford, Sync 4s voice recognition is now conversational, Apple CarPlay and Android Auto connectivity is now cord-free and machine learning means the system now learns your restaurant and entertainment preferences faster. On the largest 15.5-inch display, Sync will now let you run six different functions simultaneously, their controls displayed in something called Adaptive Dash Cards, Ford-speak for tiles.Whatever you call them, each of these little cards can remain minimized with basic controls or they can become the main display with full functionality. Its pretty slick and should keep Ford at the leading edge of dashboard man-machine interfaces. Ford says that accessing the cloud also increases the speed and accuracy of the built-in navigation system with up-to-the-minute updates and a wider range of information including things like parking spot availability and pricing to name but one advantage.Theres even a digital owners manual on-board that will include in-depth information on vehicle features and streamable how-to videos and more all through a searchable database.Look for Sync 4 as redesigned 2020 models arrive in Ford

F1 bosses unveil new 2021 rules to boost racing
Formula 1 bosses have revealed dramatically reworked new regulations for the 2021 season, promising new-look cars that will improve on-track battling and close up the gaps between teams. The new regulations, which include both the technical specifications of the cars and new rules, have been developed over the last two years by F1 bosses and the FIA, motorsport’s governing body. There will also be a cost cap in an attempt to make closer competition between the teams. From 2021, F1 cars will have a new look, with simplified aerodynamics designed to put more emphasis on mechanical grip and make it easier for cars to race each other. It’s claimed that a 2021 car will retain 86% of downforce when a car length behind another, compared with 55% on the current machines. F1 boss Chase Carey said the aim of the new rules was “to improve the competition and action on the track and at the same time make the sport a healthier and attractive business for all.” He continued: “We made many changed during the process as we received input by the teams and other stakeholders, and we firmly believe we achieved the goals we had set out to deliver.” Carey also revealed that new engine rules and a commitment to increase the renewable element of the fuel used are designed to reduce F1’s impact on the environment, saying: “In the next few weeks, we will be launching plans to reduce and ultimately eliminate environmental impact of our sport and business.” F1 2021 rules in details Technical regulations Aerodynamics: The new rules will simplify the look of the cars, desensitise certain areas and reduce wake to make it easier for cars to follow each other. There will be a simpler front wing, bargeboards will be banned and ground effect will be added by a long diffuser under each sidepod in order to put an emphasis on mechanical grip. Restrictions will be introduced in a number of areas to limit the impact of aerodynamics, although the rules will still ensure visual differentiation in areas such as the nose, front wing, engine intake and sidepods. Power units: The current 1.6-litre turbocharged hybrid powertrains will be carried forward, although to cut costs there will be new restrictions on certain materials, increased weight and the introduction of a standard fuel pump. Engine suppliers will also be obliged to provide equal-spec engines to works and customer teams. Transmission: To make ‘considerable’ savings on gearbox research and development, the configurations will be frozen for a certain period, with more restrictive rules introduced in order to not ‘lock in’ a performance advantage for one team. One complete redesign will be allowed in a five-year cycle. Suspension: Suspension setups will be simplified, with hydraulic systems banned and a requirement to use ‘simpler’ internal systems (springs and dampers). Wheels: The size of wheels will be increased to 18in, while tyre blankets will be retained – albeit at a lower cost – for 2021 and 2022. There will be prescribed-design hubs, nuts and wheel retention systems. Brakes: Front disc sizes will grow from 278mm to 330mm and have a simpler geometry (with fewer vent holes). A standard supply will be delayed until at least 2023. Chassis: There are larger cockpit dimensions so that taller drivers aren’t penalised. A prescribed front floor structure will be introduced to stop teams seeking an advantage from flexible floors and strong side beam protection to aid side impact safety. Fuel: The renewable content of the fuel used will increase to 20% for 2021, with a commitment to increase that percentage in the following years. A number of new standard parts for the fuel systems will also be introduced. Weight: The minimum mass of the cars will increase from 743kg to 768kg to account for the new wheels, tyres, standard parts, safety features and heavier power units. Safety: Cars will feature increased front energy absorbtion and side chassis strength. There will also be improved headrests and wheel tethers and new features to improve debris containment after accidents. Sporting regulations Races: The maximum number of races will increase to 25. Race weekends: Weekends will be reduced to three days from the current four (which currently comprise three days of on-track action and one day of off-track events). Development: There will be reductions in the amount of wind tunnel testing and CFD development allowed and limits on power unit dynamometer testing. Financial regulations The new cost cap for teams will be set at $175 million (£135m) for 21 races, adjusted by $1m (£773,000) for each race above or below that number on the calendar. 2020 Fisker Ocean: affordable electric SUV detailed
American start-up company Fisker has revealed that its upcoming electric SUV will be called the Ocean and unveiled in production-ready guise on 4 January 2020. The company is claiming to have designed “the world’s most sustainable vehicle”, with recycled, vegan and other natural products used throughout. Its American-Danish founder, Henrik Fisker, recently confirmed that the production model will only be available via a ‘flexible lease’ plan, with no long-term contract necessary. It’s now emerged that this scheme will operate through a bespoke smartphone app that will also allow owners to book servicing and maintenance visits. Final pricing, specification and performance details will be detailed when order books for the new model open on 27 November 2019, with full-scale production set to get underway at the end of 2021. Preview images shows that the Tesla Model Y rival rides high and has modern, utilitarian styling. Flared arches hint at its performance potential, while narrow headlights and chrome detailing are a nod to last year’s Fisker Emotion concept. Like the Model Y, the Ocean will be priced from less than $40,000 (£30,200) in the US. It features what the firm calls “captivating design touches that have been traditionally reserved for supercars in the past”. Prominent styling details include a front-mounted radar in place of a grille, a large front air intake, flared wheel arches and a futuristic headlight design. The Ocean also features a targa-style removable roof section with an inbuilt solar panel that boosts the capacity of the car’s 80kWh lithium ion battery pack. Fisker states: “With the touch of a button, an extended open-air atmosphere will be made possible without compromising the rugged and safe structural integrity of an SUV.” The battery is claimed to provide of a range of up to 300 miles. The Ocean will be available in four-wheel drive form, with an electric motor mounted on each axle. Fisker also claims that the SUV’s interior will offer class-leading space, a large head-up display and an intelligent user interface. It’s not yet confirmed where the Ocean will be produced, but Fisker says prototype testing will begin before the end of this year. The company is also at work on developing solid-state battery technology, which it says would allow future vehicles to gain 500 miles worth of charge in as little as one minute. Nick Tragianis: Dont you just hate it whenever you step out of the shopping mall, look to the parking lot, and your car is lost in a seemingly endless sea of crossovers? Well, like it or not, this new breed of people-movers are here to stay, the segment absolutely exploding in popularity over the last few years, particularly among the luxury subset.Land Rover mustve seen this coming. The Land Rover Range Rover Evoque, now in its second generation, has been a consistently hot seller since its introduction in 2011. Oh, its still relatively small potatoes compared with the likes of the Audi Q3, BMW X1 and Mercedes-Benz GLA, but the Evoque has proven itself as an established contender in the small luxury crossover segment. Weve also seen countless newcomers over the years vying for a delicious slice of that market share, particularly the Cadillac XT4: This is entirely new ground for the storied Detroit automaker, and its about time it certainly took GM long enough to offer up a small, luxury crossover. But the question remains, does the XT4 have the goods to go toe to toe against the established players in the segment?Brian Harper: Well that, my young friend, would depend on your definition of goods. Sales? Absolutely. For a brand-new model, the XT4 is doing quite well, handily outselling the Evoque for the first six months of 2019, although that could be partially attributed to the Land Rover factory ramping up production and getting the junior Range Rover to market. Price? That would also be a yes. Cadillac is being very aggressive with the XT4s MSRP, not just against the Evoque, but versus much of the competition in the compact luxury segment. And the loaded XT4 Sport testers $59,365 price is significantly more affordable when compared with the equally loaded Evoque P300 HSE $71,200 sticker. How about size? Again, the Cadillac enjoys an advantage; the XT4 is a slightly larger, more passenger-friendly crossover when compared with the truly compact-sized Range Rover. Yet, when it comes to luxury not just the features and content but also the sensation, the feeling of being something special? Quantitatively and qualitatively, the Cadillac is not in the same league. Agree?NT: Youre on the mark. On paper, the XT4 has the goods. A 2.0-litre turbo-four is standard, putting out 237 horsepower and 258 lb.-ft. of torque. Thats hooked up to an eight-speed automatic and, in the case of this particular tester, all-wheel drive is standard. Take note, though: The XT4 defaults to FWD and stays that way unless youve toggled the appropriate drive mode. And if you want the base, $34,400 XT4, youre stuck with FWD. In practice, though, the XT4 isnt exceptionally impressive, but it isnt egregiously offensive, either. Its simply adequate it wont leave you wanting for more power when, say, youre merging onto the highway, but overall acceleration just feels tepid. It rides well enough, too, but the XT4 is a bit firm over the roughest of pavement, expansion joints and potholes.Its a bit of an apples-to-oranges comparison to the Evoque, though, isnt it? Our particular tester was the fully loaded P300 HSE flavour: Although it technically uses the same 2.0-litre turbo-four as the base Evoque P250, you get a big bump in output (and price). The nearly $10,000 price difference is almost worth it, though the Evoque makes excellent use out of its 296 horsepower and 295 lb.-ft. of torque. <img

David Booth: Who hasnt cribbed a note? Glanced at someone elses test answers? Or copied a little of their math homework when the intricacies of Laplace transforms werent quite gelling in time for that 9:00 a.m. Monday assignment deadline? Maybe even a little plagiarism really, it was only one line from a 20-year-old Jeremy Clarkson review when words didnt appear magically on your screen. The point I am making is that pretty much all of us have cheated just a tad. Indeed, when it comes to a little, uhh, appropriation let he without sin cast the first stone.Nonetheless, youve got to give the designers at Honda and Nissan props for their chutzpah, the companies Accord and (the new) Altima seemingly separated at birth. Silhouettes are similar, the rear taillights almost identical and if you just ignore the various chrome garnishes seriously, you thought that wed be put off by one twin wearing a bowtie and the other a cravat? the front fascias are remarkably similar. Hell, their versions of burgundy Radiant Red metallic in Honda-speak, and Scarlet Ember for Nissan are all but cloned. If imitation be the sincerest form of flattery, then these two are positively fawning over each other. Clayton Seams: Indeed, it seems we have two identical sedans in front of us, the differences looming only once you peer under their (oddly similar) sheet metal. The Accord uses a downsized 1.5L turbo-four to send 192 horsepower and 192 pound-feet to the front wheels. The Altima, meanwhile, uses a larger naturally-aspirated 2.0L unit making 182 horsepower and 178 lb.-ft. of torque. But unlike the Accord, the Nissan has all-wheel-drive. But beyond the oily bits, both are very, very close. The Accord costs a hair more at $37,976 as-tested versus the Altimas $35,298 sticker.DB: Though there numbers be fairly similar, theres a world of difference OK, at least compared with their visual similarities in how these engines perform. Though it is the smaller unit, the Honda fairly leaps off the line, all that turbocharged torque rendering fairly instant throttle response. The Nissan, in contrast, is just a tad sluggish at the outset, but gathers steam as speeds increase, eventually proving more satisfying on the highway than the Honda. The numerical differences in performance measurement arent vast, but the motors do feel significantly different. Ditto for the transmissions; though theyre both CVTs, they prove markedly dissimilar on the road. CS: Ill be honest I had to double check the Altima was actually a CVT. It was that good, fooling me into thinking there was a conventional torque converter behind the engine. The revs shift up and down through imaginary gears and the operation is seamless. Nissan seems to have found a way to make CVT shift and feel like a regular automatic but with the fuel economy benefits of the continuously variable ratios.Honda has not been nearly so crafty. The Accord surges and drones as only a CVT can. Not only does it feel odd, it also feels sluggish. Every stab of the gas pedal is followed by a sizeable wait for the transmission to gear down and do its thing. The Nissan has a clear advantage in this area. Ditto the fact that said CVT is connected to an all-wheel-drive system, a rarity in the segment.DB: Thats the real differentiator in this compare. We can talk about similarities in body styles and differences in throttle response all we like, but the big news is that the Altimas 2.5L four drives all four wheels and the Honda only powers the fronts. Now, most consumers think AWD is only a benefit in the snow, but I can tell you I could feel the difference between the two cars even in summer. A quick thundershower drenched suburban Toronto, rendering roads wet and less than grippy during our time with the Altima; it barely noticed, but goose the Honda away from a stop and all that torque remember how we were bragging that the little 1.5T makes 192 lb.-ft.? spins the tires for a second or two before being reigned in by the traction control system. Thats not a big deal, but anyone thinking AWD is of winter only benefit isnt paying attention.On the other hand, when we start looking around the cabins, those similarities pop up again, dont they, my little wannabe rapper? CS: Youre right oh, fossilized one. Their cabins are about the same size and their ergonomics eerily similar. That said, there are a few more differentiators inside than outside. The Nissan, for instance, has seats so soft they remind me of a Oldsmobile Brougham. And thats a good thing! I blame BMW for convincing people that every single sedan needed to be firm and angry. The Accords seats are hard like a German sports sedan, and have serious side bolsters. This is a bit out of place on a car that doesnt even have paddle shifters. But Nissan takes a more honest approach. They know youre not taking their CVT sedan to a track day and the seats are closer to couches than race buckets. For back comfort alone, I would prefer the

Porsche 911 to gain manual gearbox option
Porsche has released a new seven-speed manual gearbox option for the 911, which, since launch, has been offered exclusively with an eight-speed PDK automatic. The new option has so far only been released to the US market, where a Porsche spokesman said there is increased demand for manual models, as demonstrated by the success of the six-speed 991-gen GT3 range-topper. Porsche’s representative also said that the 992-generation 911 became available much later in the US than it did here, hence the staggered global roll-out of different drivetrain options, and that we can expect the manual option to arrive in the UK in the first half of 2020. Both the mid-range Carrera S and top-spec 4S, in Coupé and Cabriolet guises, can be equipped with the manual gearbox, with no word on whether it will be soon made available on the entry-level Carrera variant. There’s no word on UK pricing yet, but the manual gearbox is being offered to American 911 buyers as a no-cost option. Choosing it also brings the firm’s Sport Chrono timing package, which includes uprated engine mounts, a sport suspension setting, rev-match function and steering wheel-mounted drive mode selector. As with the old 991-generation 911, the manual-equipped 992 receives a mechanical limited-slip differential with torque vectoring functionality as standard. This replaces the electronically adjustable unit fitted to PDK-equipped models. Porsche claims a 0-60mph time of approximately four seconds and a top speed of 190mph, with the manual version tipping the scales at 1496kg, at least 9kg less than the automatic model. While Porsche only offers 992-generation 911 with a PDK gearbox in the UK, the limited-run Speedster, a retro-styled performance variant of its predecessor, is offered exclusively with a manual

The PSA Group and Fiat Chrysler Automobiles have confirmed plans to merge on a 50/50 basis, firming up yesterday’s news that the two companies were in discussions regarding such a move. Both firms said today that the discussions would be finalised “in the coming weeks” to reach a binding Memorandum of Understanding, which will create one of the world’s largest automotive groups. They added that the “combined entity would leverage its strong global RD footprint and ecosystem to foster innovation and meet these challenges with speed and capital efficiency”. The likely merger will create a car giant worth around £40 billion and encompass some of the world’s biggest car brands. FCA owns Fiat, Jeep, Alfa Romeo, Maserati, Ram, Lancia and Chrysler, while the PSA stable includes Peugeot, Citroën, DS and Vauxhall-Opel. The deal would create the fourth largest car manufacturer globally in terms of annual sales, at 8.7m vehicles, behind Volkswagen Group, Toyota and the Renault-Nissan-Mitsubishi alliance, as well as revenues of €170bn (£147bn) and recurring operating profit of over €11bn (£9.5bn). Today’s announcement also stated there are estimated synergies of €3.7bn (£3.14bn) synergies annually “without any plant closures resulting from the transaction”. This would come from a more efficient allocation of resources for major investments in vehicle platforms, powertrain and technology as well as purchasing power. The two firms projected that 80% of the synergies would be achieved after four years. The shareholders of FCA and PSA will each take a 50 per cent stake in a new Dutch parent company, under the proposals, with the governance structure balanced between the two firms. There would be 11 board members, with five nominated by FCA and five by PSA. Current FCA chairman John Elkann will become the chairman of the new firm, while PSA group boss Carlos Tavares would become the CEO, standing on an initial five-year term. PSA Group chief Carlos Tavares is famous for cutting costs – for example, turning Vauxhall into profit in under 12 months of taking ownership – and PSA and FCA claimed the merger would make “among the highest margins in the markets where it would operate,” based on FCA’s strength in the Americas and PSA Group’s in Europe. As well as broadening the global reach of both firms, the merger will also mean the new entity will comprehensively cover all areas of the market including luxury, premium, volume, trucks and light commercial vehicles. PSA Group boss Carlos Tavares said: “This convergence brings significant value to all the stakeholders and opens a bright future for the combined entity.
