BMW of North America said it looked forward to responding to the Department of Justice to explain the planned CARB framework agreement and its benefits to consumers and the environment.In one of the letters seen by Bloomberg, the Justice Department wrote it was concerned that the California agreement may violate federal antitrust laws, noting that the department hadnt reached any conclusions on the matter. A North Carolina dealership has created the Challenger convertible that Dodge wont build from the factory.Ford and Chevrolet have convertible versions of their modern pony cars, but Dodge has never personally stepped up to the game and created its own, and its seeming more unlikely as the platform ages.Tired of waiting, Keffer Dodge, Chrysler, Ram and Jeep sent three Challengers off to a shop named Convertible Builders in Florida, which chopped off the top and added a soft fabric version that opens and closes with the push of a button.According to Motor Authority, the conversions were done to a standard Challenger and two R/T Scat Pack models, one fitted with the 485-horsepower 6.4-litre HEMI V8; and the other with a 5.7-litre V8 that makes 375 horsepower. All three come with automatic transmissions for optimum cruising.The gray, white, and red cars are listed at US$64,000, US$60,000 and US$56,300, respectively. That means that the conversion of the vehicle to convertible costs about US$16,000 on top of the base price of an automatic Challenger.Theres no telling what Convertible Builders has done to improve the structural integrity of the Challenger so it can handle the loss of a roof, but from the name of its shop, we can guess this isnt their first rodeo. Fiat Chrysler is recalling 10,485 Jeep Cherokee SUVs in Canada because the transmission could accidentally shift into neutral while driving, keeping the vehicle from moving forward.Including Jeeps sold in the U.S., some 91,650 vehicles are affected, specifically Cherokees from the 2014 model year equipped with the 3.2-litre V6.On affected vehicles, a stuck valve in the transmission valve body can keep the clutch from deactivating, which may shift them into neutral while moving and cause an abrupt stop, increasing the risk of a crash.Fiat Chrysler hasnt outlined a specific fix yet for the issue, but nevertheless expects to begin the recall early August. James Ruppert: The cars that cost least in maintenance bills

I like it when companies tell us how much cars cost to fix and which ones break down. So thank you to the whocanfixmycar.com people, who have crunched the numbers to reveal which cars cost a bomb to repair and which don’t. In theory, this should be our banger buying guide.  The criteria is how much each car costs to maintain at different ages, from brand new to 15 years old, and there’s an average cost for each car per year. Each figure includes servicing, MOT and any unexpected repairs.  Well, here’s a favourite of ours, a BMW 5 Series, which sits at the very top of the ‘most expensive cars to fix’ list. There does not seem to be any qualification, but certainly recent-era ones aren’t a cheap fix. Indeed, a Bavarian specialist once told me that the E39 generation was the last truly fixable 5 Series. With that in mind and ignoring the fact that E39s are more than 15 years old now, let’s get ourselves a nice one for just £1500. That will bag you a 2003 520i ES with 120,000 miles. It’s got those nice star alloy wheels and automatic ’box, and being a petrol, I think it will be pretty reliable. The stats, though, say it will cost £585 a year to sort out. You might get away with it, but I’m not so sure about a 2006 530d Sport with 185,000 miles at £1950. It was a dealer part-exchange and even they admitted that it needed some TLC.  Not far behind at £557 per year is the Mercedes-Benz C-Class. They look small, cool and unfussy now and a 100,000-mile 2007 C200 Kompressor Sport Edition with a fresh air-con condenser is £2490.  Then there is the Volkswagen Passat, with a £543 bill. That’s a surprise because they seem to gobble up huge mileages with not too much bother. Certainly, the estates are wonderful luggers. A 2002 1.8 Turbo SE with 100,000 miles, a proper old-school petrol estate with a full year’s MOT, is just £900.  After the Passat, it is more BMWs, with the 1 Series costing £518 to fix and the 3 Series £486. We’re running out of space here and obviously should have been focusing on the five cheapest cars to maintain. A Fiat Punto is at number one (£255) although, in my experience, every single used one needs at least that to struggle through an MOT.  After the Fiat comes a Peugeot 206, then a Mercedes A-Class, Citroën C4 and Renault Mégane. Actually, those French cars always seem to need a lot of fettling after the first year of ownership. Maybe, though, it didn’t amount to more than £250.  What we take away from this is avoid premium-brand used cars. What we almost bought this week Reliant Scimitar: Some people sell their car because they fancy a change, others because they’re worried it’s about to go pop, but the seller of this 40,000-mile, 1982 X-reg Scimitar 2.8 GTE auto, on which “thousands of pounds” have been lavished, claims he’s selling simply because he’s “unable to get in or out of it any more”. It’ll happen to us one day. Tales from Ruppert’s garage Just in case you wondered, the Baby Shark failed its MOT. The horn didn’t horn. That was it. But that really didn’t matter as it’s remaining in situ at the garage to have rather a lot of other things attended to. Not the least the fact that it is not keen on starting. At least I have a spare Weber carburettor to donate.  Also, the fact that 16-year-old tyres passed the MOT should be a concern and I have decided to replace them all at no small damage to my bank balance. 2019 Mazda3 SportBrian Harper Mazda is recalling 13,108 examples of its 2019-model-year Mazda3 in Canada because a manufacturing defect may increase the odds the wheels will fall off.The Japanese automaker says while the lug nuts on the wheels were tightened to the correct specification at the factory, a manufacturing error may mean a gap between the wheel hub bolt and the hub flange was left during assembly.The gap could allow the lug nuts to loosen when the vehicle is in motion, which could in turn result in the wheels falling off completely.Drivers will hear a rattling sound before the wheel completely separates from the car, Mazda suggested.Recalled vehicles will simply have their lug nuts re-torqued to the correct specifications. ZF has developed a pre-crash side airbag that deploys outside the car

Auto parts supplier ZF has been working on a way to make side impact crashes less deadly, and it now has a working prototype for just such a solution. A video demonstration shows an Opel Insignia (a.k.a. Buick Regal) about to be T-boned by a lightweight dummy car, but a split-second before the crash occurs, an airbag along the base of the outside of the side of the car is deployed, taking the brunt of the impact. The system uses a combination of cameras, radar and lidar (a way of measuring distance with lasers) to identify impending collisions and deploy the airbag in time. “Algorithms within the system software decide whether or not a collision is unavoidable and the deployment of the airbag is both possible and beneficial. If these decisions are all affirmative, the system ignites the inflators to fill the airbag, explains a press release. The airbag, which has a capacity of between 280 and 400 liters (five to eight times the volume of a driver airbag) depending on the vehicle, then expands upwards from the side sill to form an additional crumple zone in the door area between the A and C pillars.” In ZF’s home nation of Germany, side-impact collisions where one vehicle strikes another, or one vehicle slides sidelong into an object, account for almost a third of all vehicle occupant deaths. The brand claims its system delivers an “up to 40 per cent reduction in occupant injury severity for side impact collisions.” Of course this is just a test run using a vehicle made of what looks like cloth and not metal, so any automaker who wants to actually use this technology will have much more testing ahead of it. But with lives on the line, it seems likely that we’ll be seeing more of these types of airbags.

Ram recalls 6,886 trucks in Canada over driveshafts that could fail

2019 Ram 1500Handout / Ram Ram is recalling close to 7,000 pickups in Canada because their rear driveshafts could detach thanks to a bad weld. Some 6,886 model year 2018 and 2019 Ram 1500 44 trucks are affected, the automaker said. In affected vehicles, a weld in the rear drivehsaft could crack and fail, and the shaft could separate from the pickup. If the truck is in rear-wheel-drive mode when this happens, it could cause an immediate lack of propulsion. Additionally, the broken-off shaft could pose a hazard to other drivers or people nearby. Owners may notice a weird vibration or hear noises prior to the weld separating, though FCA notes only about one per cent of the recalled vehicles are likely actually affected. The automaker came across the issue last summer when it noticed a higher-than-expected number of warranty claims coming in for cracked driveshafts. Jaguar Land Rover develops wheel that warms to help with navigation

There are acres of driver aids in modern vehicles to help the driver navigate their way through an unfamiliar city. Satnav led the way and is now supported by a cast of colourful heads-up displays, audible alerts and vibrating seats (hold your rude comments about that last one, please). Luxury automaker Jaguar Land Rover is working on a steering wheel that could provide another directional cue for drivers, one which doesn’t require taking one’s eyes off the road, citing driver distraction as one of the major contributors to road traffic collisions around the world. The company has a point—during your commute home this evening, take note how many drivers are eyeing their smart device, hoovering a Big Crunch, or talking into their phones while holding it horizontally like a slice of pizza. Jag says its “sensory steering wheel” can help address this problem. It uses heat to inform drivers where to turn, when it’s safe to change lanes, and warn of impending doom if another vehicle is trying to occupy the same spot in the space-time continuum. After rounding the bend, the Jag’s wheel returns to normal temperature. By using heat to tell drivers when to turn left or right, it eliminates the need for them to divert their eyes to a map screen on the centre stack. Interestingly, the video shows both the left and right sides of the wheel heating up when the route is plotted to continue straight ahead at an intersection. Company studies suggest temperature-based instructions could also be used for non-urgent notifications, where vibrations could be deemed unnecessarily attention-grabbing, for example as a warning when fuel is running low, or for upcoming events such as points of interest. Thermal cues can also be used where audio feedback would be deemed too disruptive to cabin conversations or media playback. Naturally, the company tosses around the words ‘autonomous’ and ‘mobility’ in the film, buzzwords wholly appropriate for this day and age if not this particular application. Your author thinks this invention would be great in a normal car, thank you very much. Of course, this leaves us with the question of what happens to a plain old heated steering wheel? 63,000-plus Rams recalled in Canada over tailgates that may unlatch in traffic

2017 Ram 1500Handout Ram is recalling 63,753 trucks in Canada, and more than 410,000 in the U.S., because the tailgates could unlatch themselves in traffic if the power-locking mechanism fails. A component in the mechanism could break after enough time, though only in 1500, 2500 and 3500 trim-level trucks equipped with 8-foot cargo beds and the power-locking option. Specifically, pickups from model years 2015 through 2017 are affected, as well as 2018 models built before March 31, 2018.
